Bug Description
It would be helpful to freeze the top part of acquisitions purchase orders interface so staff could see the summary box, actions button, filters, etc. as they scroll down the line items.
Initial investigation shows that while it would be relatively straightforward to freeze the summary box, extending this to the actions/filters area is going to require more work.
