Silence unnecessary Perl "warn" messages in the osrfwarn logs

Bug Description

Found on 3.10.0, immediately after upgrading. Open-ILS/src/perlmods/lib/OpenILS/Application/Circ/StatCat.pm is rife with "warn" statements that were most likely used for runtime debugging during development. With recent changes to OPAC visibility of stat cats, suddenly an overwhelming number of these appear in the WARN log stream. Branch on the way that directs those to DEBUG instead.
