Mark Item Damaged on Holds Shelf Doesn't Work

Bug Description
Evergreen 3.9.1
The option "Mark item Damaged" in the Actions menu on the Hold Shelf (Circulation -> Holds Shelf) does nothing when selected.
The item is not marked damaged, there is no error message, and there are no console errors. The only thing that happens is the Actions menu closes.
The options for "Mark Item Discard/Weed" and "Mark Item Missing" work as expected from the Holds Shelf's Actions menu.
