Allow report template to exist in multiple folders and add "copy template to folder" option

Allowing the same template to exist in multiple folders would be helpful from a reports management standpoint, particularly when combined with the fix from bug 1998386 (which would allow for displaying the template ID). Allowing an option to copy templates rather than clone them could also have advantages. These may include:

1) The report would be more findable in a shared folder scenario, as it may be related to interlibrary loan and circulation, for example.
2) Staff could be sure that the report was built the same way in all places it exists.
3) Easier way to manage defunct templates - is the name the same, but the ID has changed?
4) Permissions could be granted to copy templates to folders, but not clone, thereby allowing staff to save their most frequently used templates without the need to give them permission to create templates.
