serials: can select invalid receiving template

3.9.1 and likely far earlier
If a serials receiving template is owned at your workstation library, you can select that template when creating a new distribution - even if that distribution is owned at a library outside of your hierarchy, and therefore not technically able to use that template.
Evergreen will happily create this new distribution with no warning /errors, but if you then attempt to receive an issue, you will get an warning in the Receive Items Dialog: "Receiving template not set; needed to barcode while receiving."
If you go back to Manage Subscriptions, you will see that the receiving template APPEARS set to the foreign template, but if you refresh the screen or exit Serials & return, you will then only see options available to your distribution library as expected.
