Bug Description

We are currently on 3.9.1, but this was also an issue in prior versions.

If the library 'Void lost item billing when returned' is set to true, and if staff use a payment type of forgiven, work, or goods when the patron pays for or partially pays for a lost item, and then the lost item is returned, Evergreen refunds the payment. Non-monetary payments should not generate a refund.
