Acq Search: Should not try to cancel already canceled lineitem

Bug Description
Acq Search circa 3.10.
Attemping to cancel a lineitem that uses a cancel reason of "keep debits?"=false currently pops the cancel reason dialog box. When you choose a cancel reason, the dialog closes, no toast appears, and the cancel reason is not updated.
Previous behavior in Dojo was that choosing Cancel Selected Lineitems would open the cancel reason dialog box, but you would get an alert that "You have not selected any suitable line items."
IMO the new behavior should be:
1. Select a line item
2. Choose "Cancel Selected"
3. The noActionableLIs popup appears. We can just cut out the middle-man of the cancel reason dialog box.
