Wishlist: Add Library Setting to Control Visibility of "Within City Limits?"

Evergreen 3.9.1

Some of our libraries don't use the "Within City Limits?" checkbox in patron registration and would like to have the ability to hide it when Suggested Fields or Required Fields are selected (or just have it hidden in general on a per library basis).

This would be similar to how Evening Phone doesn't display if the library settings "Require evening_phone field on patron registration", "Show evening_phone field on patron registration", and/or "Suggest evening_phone field on patron registration" have no value or are set to False.

Our libraries that have patrons outside of their city limits generally have multiple areas that they have to track and so use stat cats instead of this check box.

Honest question because I don't know:

Does anyone actually use the "within city limits" checkbox for anything meaningful? What is its purpose?

Could we just get rid of it in favor of stat cats or something else?

Some of our libraries use it to generate reports for their boards / funding agents. We have a lot of unincorporated areas, so this is helpful to distinguish between different tax bases.

Within City Limits is important to some systems and not needed by others, which means we need to have library settings to control it -- we want to just hide it, others may want to make it required, suggested, shown in All Fields depending on their circumstances. Although we can just skip it, clutter is a usability issue.
