Simple Reports: Email Notification includes text about external document which can't be added in Simple Reports

Evergreen 3.9

The email notification that is sent by Simple Reports includes a line about external documents "External documentation for the template is available at the following URL:" but there is no field in Simple Reports to allow you to add the external documentation URL.

Either a field to add the documentation URL should be added or it should be removed from the email notification that goes out for Simple Reports.

Noting that this isn't really specific to Simple Reports. The report success / failure notification emails are sent by the clark-kent.pl background procress, which handles running reports for both Simple Reports and just-plain-Garrack^W Reports.

Consequently, traditional reports that don't have a documentation URL set will still get the "External documentation for the template is available at the following URL:" line in the email even though that's pointless for those reports.

Notifications from the reporter should perhaps be moved to Action Trigger; that way, conditional logic to include the documentation URL only if it actually is set could be more easily implemented. It would also remove any need to edit files on the server in order to change the wording.
