Catalog Search "Contains" Dropdown

In the staff catalog the dropdown menu for "contains" will not scroll past "contains phrase" to "matches exactly" and "starts with". The same issue does not apply when using "Search the Catalog (traditional)".

The "Matches exactly" and "Starts with" options are intentionally disabled if the search type is keyword. They're enabled for all other search types. See bug 1819236 for more information.

Would it be better if the "Matches exactly" and "Starts with" options were simply hidden entirely for keyword searches?

In other recent discussions about hiding form elements, we've come down on the side of leaving things in place rather than disappearing them entirely. It helps people see that these choices may be available in other contexts.
