Bug Description
Our libraries have requested the ability to change the payment type on a payment after it has been recorded.
The specific use case is to correct data entry errors when a payment is entered as cash but actually paid by credit card or vice versa.
The ability to add an annotation after the fact would also be useful.
(If this is developed, I think it should be controlled by a new permission.)

One of our customers is running into an uptick in misentered payment types as well. Some thoughts that occur to me:
- I agree that there should be a permission
- I think there should be a record kept when the payment type is changed
- Some transitions (e.g., cash to credit card) might suggest requesting additional information. On the other hand, values like the approval code might not be readily available to circ staff after the fact.
- It might be useful to distinguish between human-entered and machine-entered payments when deciding whether to allow a payment type change.
