Bug Description
PostgreSQL 10's end of community support date was November 10, 2022. Some GNU/Linux distributions may support it beyond that date. However, since we recommend using the PostgreSQL community apt repository to install PostgreSQL on Debian and Ubuntu, we should probably remove Pg 10 prerequisites from the installation process.
We will also need to change the recommended version of PostgreSQL to use for production installations.
