Make Edit Item from Search for Items by Barcode Use Angular Interface

Bug Description

Occurs in 3.8 and 3.9

If you search for an item and then attempt to edit the item from the search results, it brings up a non-Angular interface. When clicking edit next to the item in the items table on the bib record or editing via holdings maintenance screen it uses the angular interface.

I do see in the first comment on https://bugs.launchpad.net/evergreen/+bug/1888723 that the angular interface is only available through the angular staff catalog. Just want to make sure this method of accessing the edit item screen isn't missed.

Steps to reproduce:

Go to Search for Items by Barcode
Enter a valid barcode
Click Submit
Make sure the item is selected in the item status table
Click Actions | Edit items
Notice the URL is to the old interface

Compare to:
Go to Search for Items by Barcode
Enter a valid barcode
Click on the title to go to the bib record
In the item table, find the barcode and click the Edit link
Notice the URL is to the angular interface

Bug 1956619 fixes this issue in 3.9.1 and 3.8.2.
