New Print Templates should be on Local Admin menu rather than Server Admin menu

I think the newish "Print Templates" interface should be on the Local Admin menu instead of the Server Admin. As more templates are moved to it it's likely to be used by local administrators on a fairly regular basis.

In general it seems that features used on a regular basis are on the local admin menu, while features that are needed every now and then (or are set and then never touched again) are on the server admin menu.

There are a few exceptions to this and I'd advocate for those features, like Hard Due Date Changes, to also move to Local Admin.
