open-ils.auth logins do not know about other password types

The actor.passwd table contains a passwd_type column that allows multiple types of passwords. So far this feature is not widely used, but is leveraged by the eCard feature developed by Bill Erickson for KCLS and adopted by PINES and other organizations. Upon attempting to use a password with the type "ecard_vendor" over osrf-gateway-v1, we learned that open-ils.auth.login hard-codes "main" as the password type. I think we should allow a passwd_type parameter to be passed to open-ils.auth so we can leverage that field to it's fullest potential.
