Carousel Shelving Location Filter Does Not Contain All Valid Entires

Bug Description
I've run into this on 3.7 and 3.8
Steps I took:
1. Confirmed I have a valid shelving location named Fiction (it's owned by the system)
2. On Carousels, clicked to create a new carousel
3. Double-clicked into the filter box and looked at the list that popped up for shelving location, Fiction. It is not there (list is truncated before it gets to the 'Fs')
4. Typed Fiction into box. List changes to those containing 'fiction' (case insensitive), such as 'Fiction (YA)' and 'Adult fiction' but the location named Fiction does not appear, for my system or any other that also has a location of the same name.
What I expected to happen:
See the shelving location named Fiction, which multiple libraries have, in the list.
What happened:
It does not show up.
It doesn't seem to make a difference if it's a new carousel or editing an existing carousel. It may be function of the number of shelving locations in the database - which is almost 3000 - but I could not confirm that.
IIRC, this was also an issue in Acquisitions interfaces. The comboboxes used to only retrieve 50 entries, so things just weren't appearing. I believe that was bumped up to 100, but it certainly sounds similar so that may be what's going on here too.
