Testing report permissions and found that if a staff user does NOT have the permission CREATE_REPORT_TEMPLATE (user does have RUN_REPORTS and VIEW_REPORT_OUTPUT) the process of creating a template functions as if the user did have the correct permission, but report is not created:
- Template folders and contents display (folders and templates previously created for the same user with CREATE_REPORT_TEMPLATE applied)
- Clicking Create a new Template for this folder opens the template builder
- Template can be created and saved, action successful toast displays
- Template not actually created/does not appear in folder |

This permission appears to be predicated on the ability to create template folders, not viewing or creating templates per se.
