Bootstrap Opac: Prompt for Checkout History

Currently if a patron who has not opted into keeping their check-out history navigates to the Check Out History page, a message is displayed - "There are no items in your checkout history."

If the patron is keeping their history, this is a good message, but if not, a better message might be, "The preference to keep the history of your checked out items has not been set, would you like to set it?" and then either give them the option to set the preference, or link to the page to set the preference.
