Currently there is no means to delete circulation policies from the staff Server Administration > Circulation Policy Configuration interface.
It would be extremely helpful to have this functionality, and also to be able to select multiple rows to batch delete.

Making a note that the Circulation Policies are accessed via Local Administration.
