Ability to apply fund tags to multiple funds at once

Currently fund tags are very underutilized--both here at PINES and (from AIG discussions) at other sites.

One potential use case I could see for them would be grouping different funds together for reporting purposes, or even data visualization.

But it would really be helpful to use them more if they were easier to apply. So I suggest adding an option in the Funds Actions menu of "Apply Fund Tag", where multiple funds could be selected. Then a popup would appear, and you could select from a dropdown of existing fund tags which would be applied to those funds.
