Bug Description
Evergreen 3.9
Currently creating new course roles is controlled by the permission MANAGE_RESERVES with the rest of course reserves.
If you need to grant MANAGE_RESERVES below the consortium level (so that libraries don't see each other's courses) than you're no longer able to create new course roles since the roles are all set at the consortium level.
Creating a course role should have its own permission so it can be granted at a different level from MANAGE_RESERVES
