Acq: Fund Details pop-up has display issues

The fund details pop up (when you click on a fund name in Administration -> Acquisitions Administration -> Fund Administration) has some odd display issues that change as you change the size of your screen.

The Create Allocation and Transfer Money buttons display squished above each other (see fund-details-1.png). If you resize your screen to be smaller the buttons are now on the same line and have space between them but the total for encumbrances is now obscured by the "Encumbrance Total" text (see fund-details-2.png).

The display of the Create Allocation and Transfer Money buttons is fixed in 3.11.

On a narrow screen the total for encumbrances is still obscured by the "Encumbrance Total" text.

The Edit Fund button now has issues. It now spans the entire pop-up and increases and decreases in size as you change the size of the screen.
