List of buckets sort order should be case-insensitive

The dropdown list of buckets is sorted alphabetically by bucket name, but it is case sensitive. Users are often inconsistent in how they name their buckets, resulting in duplicate buckets (Prefix cleanup and prefix cleanup) or "missing" buckets because they don't appear alphabetically where expected because of a case issue. Making this a case-insensitive sort would reduce confusion.

I'm attaching a screenshot from https://demo.evergreencatalog.com/ (Release 3.9.0) but real users often have much longer bucket lists!
