The Hold Groups interface (Circulation -> Hold Groups) in the staff client is missing an org unit selector (and filters).
The Hold Groups that display are currently scoped based on workstation or working location (I'm not sure which) but if you're a global administrator you see them all and can't scope to a particular library to troubleshoot.
