Reword Acq fiscal year end library setting

Wishlist.

I'd like to see the library setting for "Allow funds to be rolled over without bringing the money along" reworded. I always have to twist my brain around it.

Possible rewording: "Rollover encumbrances only". Pithy, but it does the job. Taking applications for other suggestions though.
