PATRON EXCEEDS CHECKOUT LIMIT message displays when patron meets, not exceeds, count

Version 3.8.0 Chrome
My library's Probationary Patrons are allowed to have three items checked out. When three items are checked out, a red alert appears below the patron's name which reads, "Patron exceeds max checked out item threshold." The patron has reached the threshold, not exceeded it. The wording of the alert is inaccurate.
Also, hovering over the alert doesn't complete the text. All that ever shows is "Patron exceeds max checked out item thres."

IN ADDITION to the message being incorrect, it also creates a BLOCK on the patron's account. Not only have they not exceeded the threshold, now they can't use other library services because of a blocked account.
