Bug Description

Similar to bug 1955065, item tags cannot be consistently deleted by the Angular holdings editor.

Replication steps:

- add a tag to an item
- edit the item in the Angular holdings editor:
- click the item tags button
- remove the tag
- click Apply changes.
- click Apply all, Save, & Exit.
- open the item again. Note that the tag is still preseent

- correct the bug number in the commit message
