Add patron balance owed to user buckets

It would be helpful to have a column for the balance owed in the user buckets grid.

A use case: Some of our libraries have patrons in collections or in payment plans that they need to check periodically to see if they have paid down their bills. They can run reports for this, but it would be handy to be able to keep those patrons in a bucket to be able to review them at a glance.

Pushed to master for inclusion in 3.10, along with follow-ups to add the column to the Pending Users grid and to add a release notes entry.
