Scan Item as Missing Pieces uses old Notes pop-up

If you mark an item as missing pieces from Scan Item as Missing Pieces (Circulation -> Scan Item as Missing Pieces) the old Apply Standing Penalty/Message pop-up is used. Notes and alerts created through this pop-up do appear on the Notes tab in the patron account. However, the pop-up is missing the new depth functionality and the ability to mark the note as patron visible.

If you mark an item as missing pieces (Actions -> Mark Missing Pieces) from the Check In interface you get the new Notes pop-up.

Experimental circulation in 3.10beta redirects the patron to the existing "Scan Item as Missing Pieces" when accessed through Check In Actions -> Mark Missing Pieces.

Circulation -> Scan Item as Missing Pieces is still using the old Apply Standing Penalty/Message pop-up in 3.10beta

Confirmed that in 3.12 the modal from Circulation > Scan Item as Missing Pieces is not providing all note options on the pop-up.
