Cancelling Marking Damaged Causing the Item to Be Checked in

When the library setting "Charge item price when marked damaged" is set to TRUE there are two pop ups that appear when marking an item as damaged.

If you select "Cancel" on the first pop-up you are returned to the previous screen and the item is still checked out to the patron.
If you select "Cancel" on the second pop-up Evergreen checks the item in and sets the status to Reshelving.

I think if you select "Cancel" on the second pop-up the item should remain checked out to the patron.

(The other option would be to set the item to "Damaged" but not charge the patron. However, because there is already a No Charge option on the pop-up I think that would be confusing behaviour.)

I have confirmed this in 3.10.

I would be slightly more in favor to have the "Cancel" option still set the status to Damaged. Staff would have already confirmed they want the item marked damaged by this point, and to me, there's an implication that this pop-up relates just to the bill, which if cancelled, would still mark the item damaged. It is also not intuitive to click "No Charge" and the highlighting of the two options isn't distinct enough. Staff are more likely to cancel out when they don't want to charge the patron.
