Bug Description
Currently, the bibliographic record notes tab has no indication whether or not a note has been added. The addition of a counter in the tab label area would provide a visual cue of the existence of one or more notes.

This could be similar to the counter on the consolidated notes tab within the patron account. I'm attaching an example image of the Consolidated Notes counter and the possible Record Notes counter.
