Add a year or ongoing fields to funding sources

Bug Description

I'd like to see a year column added to funding sources, with the intention to roll deactivating funding sources into the FYE rollover process.

Thoughts:

I say Year, but I would also want it to accommodate a value like "Ongoing" or something. Just so that it has a value that libraries who are using a funding source across multiple years could have that funding source be excluded from FYE rollover. Or, it could be a combination of two fields, maybe? One column for "Year-Specific" or "Ongoing", and if Year-Specific then another field to select the FY.

So then any funding sources with the checkbox value True of "Ongoing" would be excluded from fiscal year rollover, and any active funding sources that are year-specific would be deactivated.

I think this would be a nice life improvement because I know for PINES libraries at least--and I've heard from some other sites too--we do actually use funding sources only in each individual year (not ongoing). So that means libraries are manually deactivating and then creating a new set of funding sources each year. But we also want to preserve the ability to use funding sources across multiple years for sites who use that.

In version 3.9, there is a field for entering the starting and ending date (deadline) for a fund source. It doesn't seem to be active, but maybe it could be used as a jumping off point for development?
