Item notes cannot be deleted/updated through the unified holdings/attribute editor

Bug Description
Tested in eg 3.8
Item notes can not be deleted or updated from the Unified Holdings/Attributes editor. The item notes pop up screen does not allow editing options for the notes and the Remove button appears to work but when you click apply changes and then Apply All & Save or Apply All, Save & Exit button the note is not removed.
If you edit the item through the Item Status screen (Actions -> Edit -> Items) screen the notes can be deleted and updated.
