Bug Description
This is feedback from testing a payment processor.
It would be helpful to have a Library Setting to control whether or not a patron can make payment via the OPAC on bills which are related to open circ transactions. Use case is a library that would prefer to only allow OPAC payments on items which are checked in and thus not accruing additional charges.
