extend use of IDL field doc

As far as I can tell, IDL field documentation (e.g., see Local Administration -> Field Doc) is used in exactly one place: to allow admins to add tool-tips to the patron registration form to specify local notes about how patron fields should be filled out.

It looks likes that over a decade ago there was some thought about having field documentation show up in generic Dojo record editors.

If the ability for admins to add local notes about how fields should be used might be more generally useful than for just the patron editor, perhaps the Angular fm-editor should be extended to display available field documentation.

the IDL field doc might also serve as a mechanism for general-purpose field documentation that has stock values supplied by Evergreen (that Evergreen admins could then override).

Another place the field doc might be useful is the report template editor.
