Evergreen 3.9
The new staff portal admin page (Administration -> Local Administration -> Staff Portal Page) is missing a header to tell you what page you're on.
All other local admin pages have some kind of header at the top to indicate what the interface is. See Group Penalty Thresholds as an example.

Adding the bitesize bug tag -- this should be a pretty simple fix of adding an <eg-staff-banner> component to Open-ILS/
