Evergreen 3.8.0
In the "Associate brief record" tab within the "Course materials" tab when you add a brief record there is no way to choose how the record is scoped. When you add the record Evergreen automatically puts the org unit that owns the course into the 856 $9.
Multi-branch libraries may want to have the $9 set at the system level rather than a particular branch and so would have to manually edit this in the MARC record.
