Bug Description
EG 3.4
It would be simpler for staff and customers if the sms phone number was populated from the day phone like the phone notification number is.
We have 11937 accounts with sms notifications checked.
Out of those
* 8782 (73%) have their default sms number equal to their day phone number.
* 2153 (18%) have sms enabled but don't have a default sms number set, but do have a day phone set.
* 901 (7%) have sms and day phone numbers that do not match.
I'm guessing that a significant portion of the 18% wanted to have sms notification enabled, but staff didn't enter the phone number into the default sms phone field, and the customer never asked about it later on. SMS isn't checked by default for us, staff check it based on our registration form.
There is also probably a significant portion of the 7% that have different SMS and day phone numbers changed their number, and staff didn't update both spots in their record.
I found this example chart showing that land lines went from over 90% of households in 2004 to %36 of households in 2020 based on CDC surveys. [1]
I don't think it makes much sense any more to treat the sms number as totally distinct from the day phone number.

Here is a working branch with one commit that updates the catalog and non angular staff interface.
user/stompro/ lp1965842_ sms_phone_ default_ day_phone
Still need to look at the angular place holds interface, and the bootstrap opac.
This would also need to be updated in things like the Hemlock App and other mobile apps that copy the current notification logic.
