Bug Description

While customizing the Bootstrap OPAC for CW MARS, a small change to the topnav logo and topnav links suggested itself. It looks like moving the anchor tags for the topan logo link to be inside the topnav_logo.tt2 should make it easier for sites to customize or replace the topnav logo. At the very least, it means touching fewer files if a site wants to break the tonpav logo out of the link bar or header wrapper. This should also lead to fewer conflicts when maintaining topnav customizations.
