Bug Description
Evergreen 3.6.5+
We had a request for a feature that would prevent items from going into transit for a defined time period, with minimal staff intervention. For example, Christmas books that would only allow system-level holds from December 1st to December 25th, or summer reading books that would allow only system-level holds from the last day of school to the first day of school. This could work similarly to age-based hold protection, but arbitrary start and end dates as opposed to create date or active date.
