Floating items no longer appear correctly in Angular Holdings View

It looks like with the most recent version, items that circulate at a different library then the call number owner are no longer correctly showing in the holdings view. You can see them if you use "Show Empty Bibs", expand the call number/volume owner even though it says 0 copies. but if you don't use the "Show Empty Bibs" option you cannot see them at all.

To re-create,
Take an item with asset.call_number owning_lib set to library A
Take a copy attached to that call_number and set the circ_lib to library B
Recall bib record, click "Holdings View" tab, notice the item does not display unless choosing "Show Empty Bibs" and manually expanding the entry even though it says 0 copies.

This seems to occur when the owning library and circ library for an item differ.
