Holds Policies - add ability to create based upon Deposit flag

It would be helpful to be able to create a hold policy based on the Deposit flag that exists on the item records.

As a use case, we've had multiple requests for items that require deposits to prevent holds to be placed for pickup at other locations, but still allow local holds. Unless I've missed something (which is quite possible), there isn't currently an easily manageable way to do this. The closest workaround I can think of is to create a new circulation modifier just for deposit items and then a hold policy that assigns a transit range of "Branch" to that circulation modifier, but that would snowball into needing more circulation policies as well.
