Hold Group Events Not Following "Workstation OU fallback for staff-placed holds" Library Setting

Hold group events do not seem to be following the "Workstation OU fallback for staff-placed holds" library setting.

With traditional staff-placed holds, when set to TRUE, patrons without a Default Pickup Location set will default to the workstation library when staff place a hold. When FALSE, the patron's home library is used.

Regardless of how this is set, Hold Groups seem to be ignoring it.

I can place a hold, and the hold is always defaulting to the patron's home library if a default p/u location isn't set in the record.

With hold groups in particular, this setting is important to ensure holds are set to be picked up at the right location.

Marking this Confirmed. We've become aware of this issue as more of our libraries have adopted the use of Hold Groups.

Also noting that the library setting "Workstation OU is the default for staff-placed holds" (released in 3.8) is ignored for holds placed via Hold Groups.
