Angular Holds Pull List - Template Retrieval Problems

Bug Description

Evergreen 3.8:

If I create a branch-level Holds Pull List print template and edit it several times while getting it set up the way I want it, printing the holds pull list afterwards retrieves a different version each time.

I've seen this occur on production, on my own test server, and on the demo.evergreencatalog.com community test server. On the browser side I've tried clearing cache and cookies, registering a new workstation, clearing application storage through the developer tools, running with devtools open, restarting the computer. On the server side I've tried restarting all services, running ng build --prod, and even running autogen just in case.

To duplicate the problem:

1. Go to Administration > Server Administration > Print Templates
2. Select CONS > Holds Pull List and Clone the Template for BR1
3. On BR1's copy, make an obvious change to it (example, put TEST 1) at the top.
4. Test printing it through Circulation > Holds Pull List, see the change, then go back and make another change (example, change Test 1 to Test 2).
5. Repeat step 4 several times.
6. After a while, previous changes begin appearing when printing.

I'd like to suggest an importance of at least Medium for this bug.

Currently it's inconvenient but the only template affected for us is the holds pull list.

Once circulation is fully angularized and the rest of the circulation notices (check out, items out, hold slips, etc.) go through the new Print Templates this bug will have a much wider impact to the point where it might be considered an angular circ blocker.

Agreed - I've set to Medium for now, but it may need to bump to High soon.
