Angular Print - Holds Pull List by Workstation then Branch

Now that we are using the new Angular print template for Holds Pull List, we've found out that a lot of our smaller libraries and individusl people have been printing to their receipt printers instead of to laser printers.

If it's an entire branch doing this, we can adjust their print template on the server side, but since it's an org-unit level setting now instead of a workstation setting, they cannot adjust it on a per machine basis so it's causing problems at some branches.

I think an ideal solution would be to use the new template editor to set the defaults by org unit, but to still allow workstation-level customizations.

This is going to be even more important when the circ receipts move to the new print templates.
