Action triggers that create messages for Patron Message Center are setting visiblity to false

In Evergreen 3.8 with the new consolidated Notes interface and the Bootstrap OPAC:

We have numerous Notification Action Triggers that generate notes for the patron message center which have always been visible in the OPAC until this version. Now, they are being created with the patron visible field (actor.usr_message.pub) to false.

Marking this high because it breaks functionality that we rely upon.

I've not seen the actual behavior on a live system, but I can confirm that the setting of a user message to public is missing when the events are grouped from looking at the code.
