Wishlist: Ability to Restrict Which Home Libraries appear in the drop down in patron registration/edit

It would be super useful to have functionality similar to the Permission Tree Display Entries for Home Library so that libraries can restrict which home libraries appear in the drop down menu on the patron registration/edit pages. This would cut down on incorrect home libraries being accidentally selected and make it easier for staff to find home libraries when they need to select something different from the default.

For example, in our consortium our post-secondary libraries only need their particular branches to show. Our public libraries, on the other hand, need to be able to see all the libraries in their particular province but don't need to see libraries in other provinces or ones that aren't public libraries.
