New holdings templates don't automatically display in holdings editor

Bug Description

In 3.8

After creating a new template in Local Admin -- Holdings template editor, the new template does not automatically display in the holdings editor. You have to log out of Evergreen and back in to get it to display.

I also found that new templates I created in the Holdings Editor didn't automatically display (I had to log out and back in).

Tested in 3.8 and finding the same results requiring log out and back in to the see newly created templates

In Standalone Holdings Template Editor: create template, shows in Standalone Template list, does not show in Holdings Editor for use when adding items until log out/back in

In Holdings Editor (old Vol/Copy editor): create template, does not save --- so does not show anywhere for use when adding or editing items

Additional testing notes (thanks to Jennifer P. & Elaine): when creating a template in Holdings Editor, the template does not save unless you save the item by clicking on one of the Apply All options. If you save the item, the template saves, too.

There does not appear to be a way to create and save a new template in this screen outside of saving a new item or saving edits to an existing item.

I am unable to reproduce this in a 3.9 system with production data or a master test system with Concerto data.

My latest test was on the butternut test server for Bugsquashing Week.

- Logged into the client as user br1bbrown
- Navigated to the Holdings Template Editor in Local Admin
- Created a template
- Retrieved a record and chose Add Holdings
- My template was available to apply to the item.

- Retrieved a record and chose Add Holdings
- Created and saved a different template
- Opened an item in the editor
- Both my templates were available to apply to the item.

Unless someone else can reproduce, I would vote for marking this Won't Fix.

I checked this in 3.10 and the newly created holdings template is available in the holdings editor immediately and without having to log out and back in.
