Angular: Circulation Limit Set Creator should have the ability to add entities at time of initial creation

With the introduction of Bug 1847519 , the Linked Circ Modifiers, Linked Copy Locations, and Linked Limit Groups were moved to a separate tab called Edit Linked Entities. This new tab is unavailable during the initial creation of Circulation Limit Sets. The creator must first setup the basic parameters of the limit set (name, description, depth, items out, owning library), save, click through the pages to relocate the newly created limit set (see Bug 1945385) and then add the linked entities.

Within DOJO, the creator had the ability to create the basic parameters and the linked entities of a limit set at the same time. This functionality should be restored within Angular.
