Bug Description

EG version 3.7.2+

Within the angular Circulation Limit Set interface, successfully creating a new limit set results in the expected green message box. However, the message reads, "Failed to Create Circulation Limit Set." This leads the creator to believe that the limit set was not successfully created (especially since we cannot filter on owning library in limit set interface - see bug 1945385).

If the creator thinks the action failed and tries again with the same parameters, the resulting message is "Update Failed."

When creating a completely new limit set, but not entering an Items Out value (which is a required field but not indicated as such within Angular) results in message "Update Failed."

When creating a completely new limit set, but not entering an Owning Library value (which is a required field but not indicated as such within Angular) results in message "Update Succeeded."

I think I should add that, I believe, required fields were not clearly indicated in DOJO for the limit sets, either.
